Jsut to add on to one people have posted, you can tell the toggle for target champion is on by looking at the cursor. If it is toggled on you can see the triangle in the center of the cursor turn red and if is off then the triangle would be dark grey. Here is a link to the patch notes regarding this new hotkey. As said, it allows you to move your cursor outside of the game window. I just played a game and my point-and-click abilities didn't work on minions. I played as Jayce and earlier I have been able to use my Q and E to attack minions, but this didn't work. I also couldn't change target minion for my basic attacks. This made farming almost impossible. I'm pretty new to the game so it's probably something I'm doing
